Maharashtra Implements 100% Toll Waiver for ST Corporation’s Electric Buses on All Expressways; Mumbai–Nashik Travel Time Reduced by an Hour
Mumbai, 18th November 2025: The Maharashtra government has begun implementing its landmark decision to grant a 100% toll waiver for all electric buses of the Maharashtra State Road Transport Corporation (MSRTC) on the state’s expressways. The move, which follows persistent efforts by Food, Civil Supplies and Consumer Protection Minister Chhagan Bhujbal, is expected to give a major boost to green mobility while significantly improving intercity travel efficiency.
With the rollout now underway, MSRTC’s ‘E-Shivai’ fleet, along with all government, semi-government and private electric buses can now travel toll-free on major expressways, including the Mumbai–Nashik Expressway, bringing immediate relief to operations and passengers. Bhujbal’s home district, Nashik, is among the biggest beneficiaries of the decision.
One Hour Saved on Mumbai–Nashik Route
Before implementation, MSRTC’s electric buses were forced to take older national highways due to the absence of an official toll waiver notification, resulting in congestion and a longer journey time. With the exemption now active, electric buses have full access to the Samruddhi Mahamarg and all expressways, reducing the Mumbai–Nashik travel time from 4.5 hours to nearly 3.5 hours.
The toll waiver decision originates from the Maharashtra Electric Vehicle Policy – 2025. Minister Bhujbal had written to Chief Minister Devendra Fadnavis on 3 August 2025, urging the immediate issuance of an official circular to operationalise the policy benefits. Responding positively, the government issued the circular on 22 August 2025, clearing administrative hurdles and paving the way for implementation.
Officials noted that the primary goal is to reduce carbon emissions from the transport sector and strengthen Maharashtra’s electric public transport infrastructure. By enabling faster, toll-free movement on expressways, the state expects a surge in electric bus operations, reduced fuel-based dependency and improved commuter comfort.

Under the new policy, MSRTC’s electric buses will now enjoy toll-free access on:
Mumbai–Nashik
Mumbai–Pune
Mumbai–Shirdi
Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu (Mumbai Trans Harbour Link)
In the coming months, electric buses planned on new routes such as:
Mumbai–Chhatrapati Sambhajinagar
Mumbai–Nagpur
Nashik–Sambhajinagar
Nashik–Nagpur
will also directly benefit from the toll exemption.
