Maharashtra Transfers 34 MSRDC Flyovers to Local Municipal Bodies; Uniform Maintenance Model Introduced Across MMR
Mumbai, 25th Nov 2025: Bringing long-standing administrative ambiguity to an end, the Maharashtra government has approved the transfer of maintenance responsibilities for 34 key flyovers in the Mumbai Metropolitan Region (MMR) from the Maharashtra State Road Development Corporation (MSRDC) to the region’s municipal corporations. The Brihanmumbai Municipal Corporation (BMC), Thane Municipal Corporation (TMC) and Navi Mumbai Municipal Corporation (NMMC) have been directed to assume full control within the next seven days.
Why the Change Was Needed
For years, the city’s elevated corridors have become flashpoints during the monsoon, when potholes, delays in repairs, and finger-pointing between multiple agencies sparked public anger. Some flyovers were under MSRDC’s direct care, while others were maintained by toll operators, leaving accountability unclear.
The new decision centralises responsibility, ensuring that the civic body managing the road underneath the flyover will also handle the structure above it—an arrangement officials say will simplify coordination and speed up repairs.
As part of the restructuring:
27 flyovers in Mumbai will come under the BMC
3 flyovers in Thane will be taken over by the TMC
4 flyovers in Navi Mumbai will now be maintained by the NMMC
These flyovers form the core of the region’s daily traffic movement and were constructed under MSRDC’s sweeping 1996 decongestion plan, which sanctioned 55 flyovers across MMR. Of those, 34 were completed and remain in use today.
Government Confirms Move; GR Expected Soon
Public Works Department (PWD) Additional Chief Secretary Manisha Patankar-Mhaiskar confirmed the transfer, noting that a formal government resolution will be issued shortly to operationalise the change. BMC Commissioner Bhushan Gagrani said the corporation is prepared to take over all MSRDC flyovers within Mumbai limits.
Officials from all three municipal corporations are expected to begin structural assessments, documentation work and takeover procedures immediately. The handover is intended to streamline infrastructure management across MMR and avoid the recurring disputes that arise each monsoon.
