Strict Enforcement on App-Based Cabs in Mumbai: Rs. 19.76 Lakhs in Fines Recovered

Mumbai, 5th January 2024: In a determined effort to ensure compliance with regulations, the Flying Squads, operating under the Mumbai City and Suburban Regional Transport Office (RTO), have conducted rigorous inspections of app-based cab vehicles and drivers in Mumbai. From April 1 to November 30, 2023, a total of 1690 app-based cab vehicles underwent thorough scrutiny, resulting in significant actions against violators.

Key Findings:
– Total Inspections: 1690 app-based cab vehicles were inspected during the specified period.
– Violations Detected: 491 vehicles were found guilty of violating the terms and conditions prescribed during inspections.
– Financial Penalties Imposed: A substantial fine of Rs. 19,76,900 has been recovered for the violations.

Regional Breakdown:
1. Regional Transport Office Mumbai (Central):
– Inspections: 590 vehicles inspected.
– Violations Detected: 107 vehicles found guilty.
– Fines Recovered: A fine of Rs. 7,42,000 was imposed on violators.

2. Regional Transport Office Mumbai (West):
– Inspections: 782 vehicles inspected.
– Violations Detected: 211 vehicles found guilty.
– Fines Recovered: A fine of Rs. 7,93,500 was imposed on violators.

3. Regional Transport Office Mumbai (East):
– Inspections: 318 vehicles inspected.
– Violations Detected: 173 vehicles found guilty.
– Fines Recovered: A compromise fee of Rs. 4,41,400 was collected from violators.

The enforcement actions align with the Supreme Court’s order on February 13, 2023. In response, a committee led by retired Additional Chief Secretary Sudhir Kumar Srivastava has been formed to draft the Maharashtra Regulation of the Aggregator Rules, 2022 for app-based vehicles in the state. The committee’s report is expected to be submitted to the government. Additionally, comprehensive guidelines for app-based cab services were issued by the central government on November 27, 2020.
