Advocate Narendra Mann Appointed Special Public Prosecutor in 26/11 Mumbai Attacks Case

Mumbai, 10th April 2025: The Central Government has appointed Advocate Narendra Mann as the Special Public Prosecutor (SPP) to represent the National Investigation Agency (NIA) in the high-profile case related to the 26/11 Mumbai terrorist attacks. The appointment comes as India prepares to initiate legal proceedings against key accused Tahawwur Hussain Rana and David Coleman Headley, both allegedly involved in planning the 2008 attacks.

Rana, a Pakistani-Canadian national, is being extradited to India following a green light from the United States Supreme Court. Upon his arrival, the NIA is expected to take him into custody for detailed interrogation.

Advocate Mann will lead the prosecution before the NIA Special Court in Delhi and in subsequent appellate proceedings, marking a crucial step in India’s ongoing pursuit of justice in the case.

The NIA registered the case in 2009, invoking stringent provisions under the Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC) against Rana and Headley. Both are accused of conspiring with the banned terrorist organization Lashkar-e-Taiba in executing the coordinated attacks across Mumbai that left over 174 people dead and hundreds injured.

A formal extradition request and a charge sheet were filed by the NIA in 2011.
