Meter Recalibration Deadline Ends, Confusion Reigns Among Mumbai Auto, Taxi Drivers

Mumbai, 3rd June 2025: Following the hike in fare rates for metered auto-rickshaws and taxis in Mumbai, drivers were initially given until 31st May, to recalibrate their meters to reflect the new fares. The Regional Transport Office (RTO) had announced that from 1st June, strict penalties would be imposed on drivers who failed to complete the recalibration process by the deadline. However, confusion now prevails among auto-rickshaw and taxi drivers, as some mistakenly believe the deadline has been extended. In reality, no new orders have been issued by the RTO to postpone enforcement, leaving many in a state of uncertainty.

The fare hike, implemented in February 2025, was based on recommendations from the Khatua Committee, which considered rising fuel costs, increased vehicle maintenance expenses, and higher interest rates on vehicle loans. As a result, the minimum fare for auto-rickshaws and taxis increased by Rs 26 and Rs 31, respectively, with an additional Rs 3 increment in subsequent rates. Under the new fare structure, recalibration of meters is mandatory for all drivers. While about 70% of Mumbai’s auto-rickshaws and taxis have completed the recalibration process, the remaining 30% were given until 31st Mayto comply.

Despite the deadline, a large number of drivers have not yet recalibrated their meters. The RTO had warned that penalties ranging from ₹50 to ₹5,000 per day would be imposed on those failing to meet the requirement. In Mumbai Metropolitan Region, there are 4.17 lakh auto-rickshaws and 44,825 taxis registered across 10 RTO offices. For example, at the Wadala RTO, recalibration has been completed for about 50,800 auto-rickshaws; at Andheri RTO, around 40,400; at Borivali RTO, about 50,400. For taxis, Mumbai Central RTO has completed recalibration for approximately 21,300 vehicles, Wadala RTO for about 5,300, Andheri RTO for 2,750, and Borivali RTO for 4,360.

With a significant number of vehicles still awaiting calibration, the Mumbai Taximen’s Union, represented by A.L. Quadros, has demanded an extension of the recalibration deadline until September 2025. However, as per Bharat Kalsakar, Additional Transport Commissioner (additional charge), the penalty of ₹50 per day for non-compliance has already come into effect from June 1, and all RTO departments have been instructed accordingly. The situation has left many drivers anxious, as they await clarity on possible deadline extensions while facing daily fines for non-compliance.
