CIDCO Intensifies Development of NAINA Ahead of Navi Mumbai Airport Launch

Navi Mumbai, 1st January 2025: As the countdown begins for the launch of the Navi Mumbai International Airport (NMIA), the City and Industrial Development Corporation of Maharashtra Ltd (CIDCO) has ramped up efforts in developing the Navi Mumbai Airport Influence Notified Area (NAINA). This project is expected to significantly contribute to the growth of the Raigad district and the larger Mumbai Metropolitan Region (MMR).

The NMIA is set to open in mid-April 2025, marking the creation of a “third Mumbai” after Mumbai and the satellite city of Navi Mumbai. To ensure smooth development, CIDCO has mobilized various departments, including Town Planning, Transportation Planning, Engineering, and Building Permissions, to focus on NAINA’s growth through the innovative Town Planning Scheme (TPS).

CIDCO officials highlighted that the land pooling model being implemented offers 40% of the developed land back to landowners as final plots, with an emphasis on retaining existing structures where possible to prevent displacement. This initiative is designed with sensitivity to the needs of locals, ensuring a non-disruptive development process.

Spanning 94 villages across Panvel and Uran talukas, NAINA is being developed under a carefully crafted plan. Since 2013, CIDCO has required prior approval for any construction within the notified area to ensure adherence to the master plan and facilitate phased development through the TPS.

The approval process for the Town Planning Schemes is progressing steadily: TPS 1 and 2 have received final approval, TPS 3 to 7 are in the preliminary stage, and draft plans for TPS 8 to 12 are currently under review. These steps reflect CIDCO’s methodical approach to integrating new development with existing land use.

With the release of property cards for TPS 1 and 2, and the transfer of final plots soon to follow, CIDCO aims to make the project a success with the active cooperation of landowners. “The integration of infrastructure in NAINA is poised to begin shortly, contingent on landowners allowing access to their land,” officials said. CIDCO’s appeal emphasizes the long-term benefits of planned growth, positioning this as an invaluable opportunity for both landowners and investors.
