Mumbai: 15 Years Post 26/11: Mumbai Acknowledges Progress Amid Ongoing Security Challenges

Mumbai, 26th November 2023: On the 15th anniversary of the 26/11 terror attack on Mumbai, security experts acknowledge improvements in the city’s security system but highlight persisting challenges. Despite enhancements, Mumbai’s geographical vulnerability necessitates constant vigilance from security agencies, given the city’s attractiveness as a potential target.

Recalling the 2008 attack, ten Pakistani terrorists arrived by boat from Karachi, instigating a three-day siege. The limitations of Mumbai Police and other security agencies were evident, requiring the intervention of NSG personnel. Subsequently, efforts were made to modernize the security apparatus, guided by recommendations from a committee led by retired Home Secretary Ram Pradhan and Vappala Bhalachandran.

Key measures included acquiring modern equipment, bulletproof jackets, and speedboats for the police. ‘Force One,’ modelled after NSG, was established. However, reports of malpractice and corruption in government procurement surfaced, impacting the quality of purchased items.

Notably, Mumbai’s maritime security prompted the acquisition of 46 speedboats, with a portion designated for patrolling. Regrettably, only eight of these boats remain operational after 15 years, revealing challenges in their maintenance.

Vigilance remains crucial, affirmed by security expert V Balachandran, a member of the Pradhan Committee. While Mumbai has undergone fundamental security reforms, the persistent threat demands ongoing readiness. The establishment of an NSG centre in Mumbai and special training for ‘Force One’ commandos reflect strides in bolstering the city’s security. However, challenges persist, underscoring the need for sustained preparedness in the face of evolving threats.
