Mumbai: Over 20 Lakh Traffic Violations Recorded in Mumbai in 2025; Illegal Parking Tops List, Says Devendra Fadnavis

Mumbai, 11th March 2026: Traffic enforcement agencies in Mumbai recorded more than 20 lakh violations in 2025, with illegal parking accounting for the largest share of offences across the city and its suburbs. The information was shared by Maharashtra Chief Minister Devendra Fadnavis in the Maharashtra Legislative Council on Wednesday.

Responding to a query raised by Manisha Kayande during the ongoing Budget Session, the Chief Minister said enforcement action is being regularly taken by the Mumbai Traffic Police and the Regional Transport Office against motorists violating provisions of the Motor Vehicles Act.

According to official data presented in the Council, authorities issued 20,38,440 e-challans in 2025 for various traffic offences across Mumbai and the suburban region.

Illegal parking constituted the highest number of violations, with 10,46,819 cases recorded during the year. Helmet-related offences were the second most frequent, with 4,91,714 motorists penalised for riding without helmets, while 4,34,491 cases of signal jumping were also registered.

Authorities also cracked down on vehicles displaying illegal or decorative registration plates, commonly known as fancy number plates. A total of 65,416 such violations were recorded during the year.

Providing further details, Fadnavis said the Regional Transport Office conducted inspections of 18,368 vehicles between April 1, 2025 and January 31, 2026 to check compliance with registration plate norms. As a result of these inspections, 200 vehicles were penalised for violating the prescribed standards.

The Chief Minister also informed the House that the Transport Commissioner has granted an extension to vehicle owners who are yet to install High Security Registration Plates (HSRP).

Apart from these measures, the government has taken steps to address vehicles obstructing pedestrian spaces. During 2025, 1,636 vehicles parked on footpaths were penalised, while abandoned vehicles occupying such spaces are being removed by the Brihanmumbai Municipal Corporation at the ward level.

To strengthen traffic management and enforcement, the state government also expanded the manpower of the city’s traffic police unit. A total of 452 personnel were added in 2025, increasing the strength of the traffic police to 3,835 officers and staff.

Fadnavis also dismissed allegations suggesting that authorities were not taking sufficient action against traffic violations, stating that monitoring and enforcement efforts are being intensified to improve compliance and road discipline across Mumbai.
