Pune: PCMC Initiates Rs. 100 Crore Biodiversity Park Project in Talawade, Supported by State and Central Governments

The Pimpri Chinchwad Municipal Corporation (PCMC) is taking steps to create a Biodiversity Park in Talawade, utilizing government open space within the Red Zone. This project is expected to cost around Rs. 100 crores, with support anticipated from both the Maharashtra State and Central Governments. The park aims to feature rare medicinal plants.

Parts of Talawade are affected by the Red Zone designation, which has posed challenges for development and infrastructure provision. MLA Mahesh Landge has been actively pursuing solutions for Talwade’s development, including the establishment of the Biodiversity Park. This park will not only help mitigate temperature and pollution in the city, which are on the rise due to rapid urbanization but also serve as a conservation area for natural resources. Additionally, it will raise awareness among citizens about the importance of biodiversity.

The Biodiversity Park will feature a variety of flora, including rare medicinal plants, indigenous trees, fruit-bearing trees, and flowering plants. To enhance the visitor experience, there will also be food stalls and entertainment facilities.

Mahesh Landge, the BJP MLA from Bhosari, stated, “The red zone’s influence is hindering development projects and infrastructure in Talawade. Collaboratively with the Maharashtra and Central Government, we aim to develop the park. Alongside providing essential amenities to citizens, preserving and conserving nature is imperative. The park will serve as the city’s lifeline, offering healthful services such as clean air and refreshing mist.”

What Is Red Zone?

The Works of Defence Act passed in 1903 during British rule in India, grants authority to the central government to establish “red zones” surrounding critical defence installations. These areas are off-limits to construction and certain activities to safeguard national security and defence assets. The restrictions aim to prevent encroachment and security breaches.

Under the Act, the central government, usually through the Ministry of Defence, oversees and enforces red zone regulations, imposing penalties for violations. While some exceptions may be granted under controlled circumstances, public awareness and adherence to these restrictions are essential for ensuring security and safety. As a consequence of the red zone designation, development projects in Talawade have been hindered, experiencing delays. However, this measure underscores the government’s dedication to protecting vital defence infrastructure.
