Before Buying Land in Maharashtra, Check This New Rule Coming From September 1
Pune, 30th August 2026: The Maharashtra government is set to make it mandatory to attach a land survey map to property registration documents in 10 districts on a pilot basis, in a move aimed at reducing boundary disputes, preventing fraud and making land transactions safer for buyers.
The initiative is expected to begin from September 1, subject to approval from the state government. The proposal has already been submitted to the government by the Land Records Department.
Under the proposed system, buyers will be able to verify the exact boundaries and area of a plot before completing a land transaction. The move is also intended to reduce disputes that often arise after the purchase of land and subsequently lead to lengthy legal battles.
The practice of linking land measurement with property registration has been under consideration in Maharashtra for several years, following similar systems adopted in states such as Karnataka and Andhra Pradesh.
Revenue Minister Chandrashekhar Bawankule had earlier said that work was underway to introduce a mechanism under which mutation of land records would not take place unless the related document had been registered.
Accordingly, the Land Records Department selected 10 districts for the first phase of the initiative. These are Nandurbar, Bhandara, Gadchiroli, Gondia, Chandrapur, Parbhani, Jalna, Hingoli, Nanded and Mumbai Suburban.
Officials said special efforts have been underway in these districts for the past two months to reduce the time required for land surveys. The department has succeeded in bringing down the turnaround time, with regular land surveys being completed within 28 days of an application and expedited surveys within 14 days.
The improvement in survey timelines has paved the way for the next step of making the survey map mandatory along with registration documents.
“After receiving the state government’s approval, the initiative will be launched on a pilot basis in 10 districts from September 1. It will subsequently be implemented across the state in phases from November,” said Shailesh Naval, Director and Settlement Commissioner, Land Records Department.
The department also plans to introduce a pre-purchase land survey system across Maharashtra in three phases. After the initial 10 districts, the system is proposed to be extended to another 10 districts after October and 14 more districts in November, according to Kamalakar Hattekhar, Deputy Director, Land Records Department.

The proposed system is expected to provide several safeguards for people purchasing land:
The exact boundaries and area of the property will be established before purchase.
It could reduce boundary disputes arising after sale and purchase transactions.
Holders of rights or interests in the property will be notified during the survey process.
Buyers can get an indication of potential disputes before completing the transaction.
Disputes involving encroachment on government land or ownership claims can potentially be avoided.
The system could help prevent fraudulent land transactions.
It is expected to curb cases where buyers are shown one plot but are subsequently sold another property.
The department believes that linking land measurement, survey maps and property registration will provide greater clarity to buyers and help reduce litigation arising from disputed boundaries and ownership claims.
