CIDCO Issues Tenders Worth Rs 3,300 Crore for TPS 8-12 in Navi Mumbai Airport Influence Area

Navi Mumbai, 2nd August 2024: In a notable advancement, the City and Industrial Development Corporation (CIDCO) has given its approval to Town Planning Schemes (TPS) 1 through 12 for the Navi Mumbai Airport Influence Notified Area (NAINA) project and has issued tenders accordingly. In March 2024, CIDCO released tenders worth Rs 3,114 crore for TPS 2 to 7. Recently, additional tenders amounting to Rs 3,300 crore have been announced for TPS 8 to 12. The infrastructure work for TPS 1 has already been completed.

According to a senior CIDCO official, the Vice Chairman and Managing Director (VCMD) authorized the approval for TPS 1 to 12 and the subsequent issuance of tenders. The VCMD also has the authority to issue road tenders for TPS 11 and 12, even though final approval is still pending.

CIDCO, as the special planning authority for the NAINA project, has completed all town planning scheme processes within the specified timeframe. For TPS 11 and 12, the state government will appoint an arbitrator to address public queries, conduct hearings, and submit a report for governmental approval.

The official noted that CIDCO will not interfere with the development of existing gaothans (traditional village settlements) which do not require further planning oversight. Out of 174 villages within a 25 km radius of the proposed airport, 80 falls under the jurisdiction of the Mumbai Metropolitan Region Development Authority (MMRDA), which is also managing development along the Mumbai Trans Harbour Link (MTHL).

In March 2024, CIDCO issued tenders for various infrastructure works, including road development, drainage, sewage, street lighting, and other improvements for TPS 2 to 7 across 94 villages within NAINA. Contractors will be required to complete these works within three years.

The Ministry of Environment, Forests & Climate Change (MoEF&CC) granted environmental clearance for the international airport with a major condition: CIDCO must revise the master plan and development plan for Navi Mumbai to account for the airport and prevent unplanned growth around the site. The project involves land pooling rather than acquisition, with CIDCO retaining 60% of the land for infrastructure and providing the remaining 40% to project-affected individuals, who will receive 2.5 FSI (Floor Space Index). CIDCO is not obligated to provide monetary compensation to the villagers.
