Pune: BMC Fines Contractors Rs 10 Lakh Each for Failing to Operate Rainwater Pumps

Mumbai, 28th May 2025: The Brihanmumbai Municipal Corporation (BMC) has fined four contractors ₹10 lakh each for failing to operate water-lifting stations at full capacity during the heavy rains on May 26. The penalty was imposed on contractors managing the Hindmata, Gandhi Market, Yellow Gate, and Chunabhatti small lift stations, which are crucial to preventing waterlogging in low-lying areas.

Despite clear tender terms and a deadline of May 2025 to ensure operational readiness, the lift stations failed to function effectively during the downpour, which brought over 250 mm of rain in several parts of the city within 13 hours. This lapse resulted in waterlogging in key areas, including Hindmata, Gandhi Market, and even high-lying zones like Masjid Bunder railway station. The disruption led to traffic jams and brief interruptions in local train services.

The BMC had set up small lift stations at ten strategic points across the city to pump rainwater from flood-prone zones and ensure smooth traffic flow during the monsoon. These stations are operated by contractors under strict guidelines mentioned in the tender.

However, during the recent rains, it was observed that the stations at the four penalized locations were either not functioning or not operating at full capacity. Notably, Chunabhatti, which saw less rainfall, still reported non-functional pumps, further highlighting negligence.

Taking serious note, the civic body imposed a total fine of ₹40 lakh and warned all contractors that any further lapses will attract stricter penalties. “As part of our monsoon preparedness, no negligence will be tolerated. Contractors must strictly adhere to the operational guidelines,” said a senior civic official.

The BMC has reiterated its commitment to ensuring monsoon readiness and minimizing waterlogging issues across Mumbai.
